The National Chip Fire Innovation and Entrepreneurship Base in the Xiamen Free Trade Zone has been excelling in talent attraction and cultivation programs on both sides of the Strait and fostering the integration of talents in the integrated circuit (IC) industry.
The base has currently gathered around 200 integrated circuit design, research, and application enterprises that had a combined production value of over 2 billion yuan ($279 million) in 2022.
Since its establishment, the base has been on a mission to promote integrated development between both sides of the Strait. It has established communication channels with Taiwan Industrial Technology Research Institute and Taiwan Research Institute, as well as other IC industry service organizations in Taiwan.
The IC industry is capital-intensive, technology-intensive, and talent-intensive. In response to the characteristics and talent development needs of the industry, the base has established a comprehensive service system that covers basic talents, key talents, and high-level talents. This system includes 35 service projects that involve aspects such as talent introduction, cultivation, and living support.
In 2022, the pilot reform of the IC professional title evaluation, the first of its kind in Fujian province, was implemented in Xiamen. This reform has opened up a promotion and growth pathway for talents in the IC industry. Two batches of pilot evaluations for the IC professional title have been completed, and 79 individuals have been awarded the title of engineer.
