Xiamen FTZ revises policies to support construction of Maritime Silk Road Central Legal District

To leverage the leading role of the pilot free trade zone in introducing and promoting outbound initiatives, and to further advance the construction of the Maritime Silk Road Central Legal District Pilot Zone, Xiamen FTZ has revised and issued its "Several Measures to Support the Construction of the Maritime Silk Road Central Legal District Pilot Zone in the Xiamen Area of China (Fujian) Pilot Free Trade Zone (2024-2027)".

The Several Measures aim to create a first-class business environment that is market-oriented, law-based, and internationalized, which will coordinate the development of domestic and international legal systems and build a center for international legal services.

The support provided by the Several Measures is aimed at legal and quasi-legal institutions that have been operating in the Xiamen FTZ since April 1, 2021, as well as non-profit service organizations. The document will be effective from April 24, 2024 until April 23, 2027.

The Several Measures primarily focus on encouraging the growth of legal service institutions, promoting talent introduction, and facilitating the integration and development of legal exchanges between the two sides of the Taiwan Strait.

They support the practical application of interim arbitration rules and the development of foreign-related arbitration business, as well as expand the international service scope of the Maritime Silk Road International Legal and Commercial Integration Service Base.

Based on the continuation of the support policy from 2021, the relevant support content has been adjusted. The original support projects have been reorganized into four categories: "Institution Settlement Incentives", "Talent Incentive Policies", "Office Space Subsidies", and "Institution Operation Incentives".
