In recent years, the Xiamen Free Trade Zone has adopted multiple measures to continuously improve talent recognition and attraction models.
The Xiamen Foreign Talent Service Station (FTZ Branch) and the Entrepreneurship and Employment Base for International Students were established in 2022. These bases allow enterprises on the white list to apply to the competent authorities for the direct employment of outstanding qualified foreign graduates who meet the criteria.
At the beginning of this year, the new version of the "measures to encourage talent innovation and entrepreneurship in the Xiamen FTZ" was released, attracting the attention of numerous talents.
To date, the Xiamen FTZ has collaborated with relevant departments to process invitation letters for 835 foreign talents from 15 enterprises in the region and issue 74 confirmation letters for high-level foreign talent.
For regional development, strengthening support for top talent requires not only focusing on the present but also autonomously cultivating a group of promising young talent.
The Xiamen FTZ took the lead in initiating pilot projects for professional title reform in the aviation maintenance and integrated circuit industries in 2017 and 2022 respectively, promoting precise services such as talent title evaluation reform for key development industries.
Creating a conducive environment for talent to innovate and start businesses is a long-term challenge. In its recent measures, the Xiamen FTZ outlined initiatives to foster an innovation and entrepreneurship ecosystem. This includes incentivizing employers to attract talent, supporting high-level talent in innovation, optimizing the entrepreneurship environment, and expanding talent exchange across the Strait.
