The Ministry of Finance and the State Taxation Administration have jointly issued a notice on extending the preferential stamp tax policy for offshore trade. From April 1, 2025, to Dec 31, 2027, enterprises registered in specific areas including the Xiamen Free Trade Zone, will be exempt from stamp tax on sales contracts related to offshore trading activities.
This policy builds on the innovative benefits of the Xiamen FTZ in the field of offshore trade, providing enterprises with opportunities to lower operating costs and engage actively in the global division of labor with the industrial chain.
Since August 2018, Xiamen has processed $78.7 billion in new-type offshore international trade transactions, with 98.5 percent attributed to offshore resale activities.
The next step for the Xiamen FTZ is to align with international high-standard economic and trade rules. Efforts will focus optimizing the offshore trade business environment, enhancing financial and tax policy support for enterprises, establishing a more comprehensive risk prevention and control system.
