Xiamen FTZ pioneers in institutional innovation

Over the past decade since its establishment in 2015, the Xiamen area of China (Fujian) Pilot Free Trade Zone in Xiamen, East China's Fujian province, has introduced a total of 632 innovative measures, with 153 of them being pioneering initiatives in China. These innovative achievements have propelled the Xiamen FTZ towards a transformation from an opening-up in goods and factors of production to a rule-based institutional openness.

One standout initiative is the Xiamen Maritime Single Window, which serves as the first domestic port-to-port ship information-sharing service platform and enables businesses to handle port-related procedures with “one platform, one declaration, one-stop” service. 

In another development, the Xiamen FTZ International Fund Harbor, a comprehensive financial platform that aims to optimize the policy environment, improve the financial service system, and integrate fundraising, investment management, and project incubation, was honored as one of the top 10 cases of institutional innovation in China's pilot free trade zones for the year 2023-24. This fund harbor has successfully attracted global capital, with the total registered funds surpassing 160 billion yuan ($21.8 billion).

As a pioneer pilot area for the Maritime Silk Road Central Legal District, the Xiamen FTZ has established an international law and business integration service base to address the risks faced by enterprises going abroad. 

Over the past decade, the Xiamen FTZ has seen the addition of 42,966 new enterprises, with the main industries experiencing an average annual growth rate of 10.7 percent in added value and 12.3 percent in foreign trade.
